Reid Ewing, a professor of city and metropolitan planning at the University of Utah, said that when local officials typically apply industry guidelines set forth for suburban-style developments to regulate parking at TODs. The result, he said, is the construction of more parking spaces than are needed.When Ewing and some students attempted to study actual usage at several TODs throughout the country, many property managers wouldn’t allow them onto the developments to survey people using them.
