CLEARFIELD, CITY OF (UT) invites applications for the position of:
Planning Technician
Provides information to the public and assists with city planning activities relating to zoning, site planning, subdivisions, business licensing, and support for other long range planning matters. Provides development process and planning commission support. Provides public noticing and outreach
support.

EXAMPLES OF DUTIES:
Responds to and assists the general public regarding the development process. Connects inquiries with appropriate staff for further review.
Provides counter, telephone, and email assistance for citizens, developers, and contractors, in explaining and coordinating the development review process.
Organizes and coordinates handouts and information disseminated to the public concerning zoning and land use development.
Prepares meeting packets; compiles information and documentation related to agenda items, including maps, letters, reports, etc,; Prepares agendas, site notices, and delivers site notices and agendas.
Assists with current and long range city planning activities relating to zoning, site planning, subdivisions, conditional uses, business licensing, and other matters as assigned; Acts as a technical assistant to Clearfield City staff, and the Planning Commission by providing data, reviewing applications, and keeping files on agenda items.
Reviews building permit applications, property addresses and property address affidavits; review individual requests to determine conformity with current city codes and ordinances, including compliance with zoning, subdivision, sign, and other Clearfield City Land Use Ordinances; receives and reviews development applications to determine completeness and verifies and collects appropriate fees.
Performs initial plan and application checking; determines compliance with application checklists, municipal codes, zoning districts and zoning requirements; orients permit recipient to various documents, regulations and related processes and procedures to be encountered through the land use entitlement process.
Reviews site plans and subdivisions and coordinates information between the applicants and other city department; delivers plans to the City Engineer and other agencies as necessary.
Prepares maps and graphic materials and assists in writing development plans, ordinances, and reports;

performs research and conducts field investigations for agenda items and other planning related tasks.
Conducts field investigations of constructions projects, insuring compliance with city land use ordinance standards for final approval.
Assures that proper legal documents are recorded with the county related to subdivision plats, annexations plats, and all ordinances pertaining to vacations and documents related to development such as development agreements and declarations of homeowners associations.
Delivers documents for recording with the Davis County Recorder’s office and assures completeness of said documents.
Update code books to reflect changes in zoning ordinances and regulations; updates zoning maps; updates city website with current application materials, ordinance standards, contact information, etc.; works with City Recorder to update online ordinance changes for codification.
Assist with Clearfield City Community Development Block Grant (CDBG) efforts in preparing notices, compiling reports, gathering information, performing research, and other needs as assigned.
Participate in a variety of special projects as assigned. Perform other duties as required.
MINIMUM QUALIFICATIONS:
Education and Experience:
Graduation from high school AND
Two years of post-secondary education in planning, geography, or a related field. AND
One – two years of experience in performing such duties as permit processing, ordinance enforcement, technical planning, or a field that would demonstrate an understanding of planning concepts and the land use development process. OR
An equivalent combination of education and experience.
Special Qualifications:
Must possess a valid State of Utah driver’s license
ADDITIONAL QUALIFICATIONS/INFORMATION:
Essential Functions, Knowledge, Skills, and Abilities:
Basic understanding of land use planning principles and concepts. Basic Ability to maintain cooperative working relationships with those contacted in the course of work activities; ability to communicate effectively verbally and in writing; knowledge of computer equipment and programs including ArcGIS, Word, Excel, etc.; ability to maintain files, records, and reports; Skill in document composition; ability to coordinate multiple tasks efficiently; ability to prepare and present technical reports; ability to plan and organize comprehensive research studies; knowledge and application of various statistical methods; knowledge of current planning issues and trends; and ability to apply zoning, subdivision, sign and other ordinances; provide high quality customer service.
Work Environment:
A constant need for viewing plans, documents, ordinances, maps, etc.; verbal interaction and listening skills necessary to deal effectively with the public. Tasks require a variety of physical activities related to walking, standing, stooping, sitting, reaching, etc. Talking, hearing and seeing required in the daily performance of job duties. Mental application utilizes memory for details, emotional stability and discriminating thinking and creative problem solving. Periodic travel required in the course of performing portions of job functions. Frequent local area travel required in the normal course of performing job duties. Position is subject to random drug and alcohol testing.
