WSP is currently initiating a search for a Deputy Director of Environmental Services for our Sacramento, CA office.

The Deputy Director of Environmental Services is a team member responsible for providing overall management of the environmental processes, documents, and permits required for construction and operation of the California High-Speed Rail (HSR) Project. The Deputy Director reports to the HSR Deputy Chief Operating Officer and coordinates extensively with the California High-Speed Rail Authority’s Director of Environmental Services, the HSR Director of Strategic Development and HSR Functional Directors (e.g., Engineering, Right-of-Way, Rail Operations) and their respective staffs.

Duties and Responsibilities:

Guide the workload of senior staff in the preparation and review of environmental documents. Activities include developing strategy, implementing best practices, assessing methodologies used in preparing environmental documents and providing guidance to staff.
Serve as the primary liaison with Authority, Federal Railroad Administration and resource agencies on all environmental-related issues for the Authority environmental program.
Work with the program- and regional-level environmental management teams to promote consistency and quality of environmental documents and establishment of uniform standards across the HSR program.
Track and manage environmental schedule and deliverables against the adopted HSR environmental milestone schedule established for the HSR program.
Coordinate program delivery across disciplines within the Authority to advance program implementation.
Develop and manage the annual work program – staffing, scope, deliverables and schedules.
Hire, staff, develop, manage and lead an integrated environmental team.
Manage monthly progress and issues reporting for the Environmental Services activities and deliverables.
Provide strategic advise to the HSR executives on environmental issues and policies, including on pending state and federal legislation and guidelines.

Minimum Qualifications:
Possess a Master’s Degree in Environmental Planning, Environmental Sciences, Urban and Regional Planning, Geography or a closely related field.
Demonstrate expertise in the planning and implementation processes for major transportation or rail projects.
Able effectively to use Excel spreadsheets and PowerPoint presentations for analysis of data and presentations.
Exhibit a minimum of 18 years of experience delivering environmental clearances for major infrastructure projects and programs.
Possess excellent written and verbal communication skills.
Show experience working with a variety of stakeholders, including elected officials.
Hold operations and line management experience including budgeting and reporting, business contract management, hiring and staff development and retention.
Possess experience in program management with deliverables being provided by consultants managed by others. This includes provide review and approval responsibilities for these products.
Ablility to effectively use Excel spreadsheets, PowerPoint presentations and the suite of MicroSoft programs for analysis of data, presentations and correspondence.

Preferred Qualifications:

Rail experience and working with the Federal Railroad preferred.
